Citadel is an independent global spy agency whose mission is to uphold the safety and security of all people across the world. Their efforts to secure world security is opposed by Manticore.

Citadel is a top secret spy agency. Their goal is to protect innocent lives and humanity. They perform a wide variety of missions, including interfering with corrupt politicians, insurgents, or intercepting things like a vial of Ebola.
Citadel missions are often highly dangerous and risky. Their agents are known for being the best of the best. Eight years before the start of the series, Citadel was betrayed by one of their own. This person helped the group Manticore kill most of the Citadel agents and completely disrupt their agency. It was believed that Citadel was completely wiped out, with the exception of Bernard Orlick who continued to operate underground.
When Bernard realized former agent, Mason Kane, was alive he reached out and recruited him to come back to Citadel and protect the X-case. Now, Citadel is operating to defend itself from its biggest threat Manticore instead of taking external missions.
